Boat steering hard to turn. This caused the steering link to seize in the engine up position and not drop down when the engine was lowered into the water. The result of this was a binding in the steering linkage and the hard-to-turn steering wheel you describe. Check for a kink in the engine compartment.
Pull the panel or get to the wheel hub and turn all the way one way grease the extended cable the all the way the other way and grease the other cable. Do same thing to engine room cables. Then sit there and turn full lock back and forth and see if it doesnt get easier.
Start by disconnecting the steering arm from the cables motorrudder end and turn the steering wheel. If the cable now moves freely you have an issue with the motor stern drive unit or rudder. If the cable does not move at all but the steering wheel freely moves then the problem is most likely at the helm.

Obessesed with being on the water at all times. The torque of the engine and propeller makes the boat want to go to the right which causes the steering wheel to pull hard to the right. To compensate and keep the boat going straight you have to grip the steering wheel tightly with both hands try to turn the wheel hard to the left and pray that you win.

Ive read the manual someone posted thank you and am wondering if the check valves and their mentioned sintered bronze filters could be an issue for flow. Removing the cylinder from the rudder linkage the linkage and rudder are free but the helm.
Trim it out no doubt. Easy steer on plane. Also U can get hydraulic steering for stick steers.
As long as you stay with the 40hp you should have no problems. My old SS had a 40 and no steering problems. 15 year old boat and cable.
My new boat has a 60 and I had to go to hydraulic.
